This introduces a new setting, `ADD_MEMBERS_BY_INVITATIONS`, which is turned off by default.
When turned on, adding a user to a team issues an invitation instead of adding them directly to the team.
A prerequisite for this work was to be able to link invitations to existing users (so far, they were only associated to an email address, since those invitations were meant to be issued to users who didn't have an account yet).

* advertise the invitation to the invited user from the org page as well (#12120)
* show the list of invited users in the list of organization members (not just on the team page)

This fixes#12119 while simplifying the page a bit.
It also drops dependency on `/web_src/css/modules/card.css` module. Only the profile page still relies on it.
As an observation, I find the text "Please click the button below..." quite inadequate as web copy, but I decided to keep it as-is in this pull request.
In the `org.css` changes, I also removed references to two `.organization.invite #invite-box` selectors, since I couldn't find it anywhere in the source code.

Fairly new to Forgejo but I just ran into this when trying to create a couple repositories.
I noticed that the input field for the repository name in several areas of the UI is prone to have annoying auto-capitalization, spellchecking and other browser features which try to correct the user input.
I as a user would like to not have the browser interfere with my input especially in dialogs where I want to have something "custom".
For fields where the repo name is used to validate an action (Danger Zone) this is even more frustrating.
So, to me, this is a quality of live improvement fix.
I checked the docs for these three attributes and none of them seem to have a negative side effect for the user:

Replace the anti-CSRF token with a [cross origin protection by Go](https://go.dev/doc/go1.25#nethttppkgnethttp) that uses a stateless way of verifying if a request was cross origin or not. This allows is to remove al lot of code and replace it with a few lines of code and we no longer have to hand roll this protection. The new protection uses indicators by the browser itself that indicate if the request is cross-origin, thus we no longer have to take care of ensuring the generated CSRF token is passed back to the server any request by the the browser will have send this indicator.

All instances should have a `data-modal-id` now. Throw a user-friendly error if this is not the case (custom templates, or missed cases).
Checked via `rg -P -e '^(?=.*delete-button)' | grep -v "data-modal-id"`
Removed two instances of delete modals and one case of simplified logic.
## Rationale
I am currently surveying the existing modals in Forgejo in the context of eventually replacing the modals implementation with our own modal implementation. This refactor fixes one of the many inconsistencies that the current usage of modals has. It should explicitly specify which modal should be used to avoids any problems if new modals are introduced on the page (for example via https://codeberg.org/forgejo/forgejo/pulls/8662).

- the Makefile adjustment was necessary, because eslint scanned some internal files in the tests/e2e/reports directory
- `.text-thin` and `.text-italic` are not present in CSS so were doing nothing and I removed them.
- `.text.middle` was unused so I removed it.
- `.text.italic` is replaced with `tw-italic`.
- `.text.normal` had exactly one use and it wasn't even needed.
- add a `muted` class to the link to `org_profile_avatar.tmpl`.

Per the discussion on #22054, the flow for adding a new team member to
an org is not intuitive for new Gitea users.
The ideal solution would be to add a new button on the Org > Members
index view (see the screenshot mockup in the issue description).
However, this would require a refactor of the UX for the flow. The
current flow has an implicit context of which team within the org the
new member is being added to ('Owners' by default). From the Members
index, there is no implicit context; the flow would have to add a picker
for which team the new member should be added to.
So, as a stopgap, this change simply adds a button to the Teams index
page that performs the same action as clicking on the title of the team
(a behavior that is currently too obscure as indicated in the comments
on the issue). This should reduce support burden and serve as a decent
temporary measure until the Add Member flow is refactored.

1. There is already `gt-ac`, so no need to introduce `flex-item-center`
2. The `flex-item-baseline` and `.flex-item-icon svg { margin-top: 1px
}` seem to be a tricky patch, they don't resolve the root problem, and
still cause misalignment in some cases.
* The root problem is: the "icon" needs to align with the sibling
"title"
* So, make the "icon" and the "title" both have the same height
3. `flex-text-inline` could only be used if the element is really
"inline", otherwise its `vertical-align` would make the box size change.
In most cases, `flex-text-block` is good enough.

Each change is tested manually line by line. There are too many changes
so I can't share dozens of screenshots.
In short:
1. `ui right` could be still used in `ui top attached header`, because
there is a special case.
2. A lot of `ui right` are just no-op, so they can be removed safely.
3. Some of the `ui right` should be replaced by `gt-float-right` (to
avoid breaking, leave them to the future).
4. A few of the `ui right` could be rewritten by flex.
So I found this [linter](https://github.com/Riverside-Healthcare/djlint)
which features a mode for go templates, so I gave it a try and it did
find a number of valid issue, like unbalanced tags etc. It also has a
number of bugs, I had to disable/workaround many issues.
Given that this linter is written in python, this does add a dependency
on `python` >= 3.8 and `poetry` to the development environment to be
able to run this linter locally.
- `e.g.` prefixes on placeholders are removed because the linter had a
false-positive on `placeholder="e.g. cn=Search"` for the `attr=value`
syntax and it's not ideal anyways to write `e.g.` into a placeholder
because a placeholder is meant to hold a sample value.
- In `templates/repo/settings/options.tmpl` I simplified the logic to
not conditionally create opening tags without closing tags because this
stuff confuses the linter (and possibly the reader as well).
Clarify the "link-action" behavior:

And enhance the "link-action" to support showing a modal dialog for
confirm. A similar general approach could also help PRs like

1. Give `.ui.ui.ui.container` a width of `1280px` with a max-width of
`calc(100vw - 64px)`, so the main contents looks better on large
devices.

overflow of runners table on mobile and for consistency (The headers on
mobile can be further improved, but haven't found a proper way yet).

[device column width](https://fomantic-ui.com/examples/responsive.html)
for responsiveness for some pages (repo/org collaborators settings
pages, org teams related page)
