Thanks to forgejo/forgejo!10397 (by @voidcontext), the binary called on git hooks can now be dynamically set.
**This means that we can now run tests without needing to run `make gitea` first**! No more `Could not find gitea binary` or head-banging, when one forgets to re-compile it 🎉

Extends the UI introduced in #12558 to have edit capabilities. (not in scope: "Add" for a new Authorized Integration will be the next update to this UI; `create-authorized-integration` CLI is still the only way to create a new record)
This PR includes a few refactoring steps. The goal of these steps is to have `services/auth` be a single entrypoint for validating, inserting, or updating an authorized integration. Some logic is moved out of `services/authz` because it is not authorization related, and some is moved out of `services/auth/method` to allow it to be reused during validation without creating a cyclical module dependency.
This PR also adds comprehensive validation to the more complex fields in the authorized integration, such as the issuer and claim rules. This validation applies to the `forgejo admin user create-authorized-integration` CLI as well.
The visible UI is the same as #12558, but with a "Save" button, and the ability to display errors:

I *suspect* that the cause is time-related errors in the Authorized Integration JWT, but I can't validate this because I can't reproduce the issue in local testing, and the response isn't displayed, and is just "Response length: 1801". This PR increases the size of responses that the integration tests' `logUnexpectedResponse` will output.

Adds a user interface for creating repo-specific access tokens (#11311). When the new option "Specific repositories" is selected, a search option appears. Each repository in the search result has an "Add" button to include it on the access token, and once included, a repository can be removed with the "Remove" button. This is a JS-free form.

We are updating the user's personal access token page (`/user/settings/applications`) to allow the creation of repo-specific tokens, adding a third option to "Repository and Organization Access". In preparation for this new UI, this PR moves the creation of access tokens to a new page accessed by "New access token".
This also resolves a pet-peeve: the "Select permissions" dropdown on the inline edit form hides a *required* input for an access token. This section is expanded on the new dedicated page. (The Vue component used here is replaced with a JS-free alternative as well. This form component used to lose selected values when an error occurred, and it didn't make sense as a Vue component, so it has been translated into an HTML template instead.)

Repository-specific personal access tokens will allow a user's access tokens to be restricted to accessing zero-or-more specific repositories. Currently they can be configured as "All", or "Public only", and this project will add a third configuration option allowing specific repositories.
This PR is part of a series (#11311), and builds on the infrastructure work in #11434. In this PR, repository-specific access tokens are implemented in `CheckRepoScopedToken`, which is a specific codepath used by git operations to check the permissions of an access token.
For larger context on the usage and future incoming work, the description of #11311 can be referenced.

Forgejo supports disabling features for users with the configuration
options `USER_DISABLED_FEATURES` and `EXTERNAL_USER_DISABLE_FEATURES`.
Add `manage_password` that prevents users from configuring passwords.

Currently `DeriveKey` is called every time that a secret must be encoded/decoded. Since this function is deterministic, its result can be cached to allow a 250x speedup (the original took less than half a microsecond, so this more of a micro-optimization...).

## Other changes
- Since the keys can be constructed once, it simplifies a bit the callsites (`keying.TOTP.Encrypt(...)` instead of `keying.DeriveKey(keying.ContextTOTP).Encrypt(...)`)
- All `Encrypt`/`Decrypt` calls will panic forever if called before `Init` has been called (current it panics as long as `Init` has not been called)
- Calling `Init` twice with different keys will trigger a panic (currently racy)
- Calling `Decrypt` with a short ciphertext does not panic anymore (like when calling with long-enough garbage)

Replace the anti-CSRF token with a [cross origin protection by Go](https://go.dev/doc/go1.25#nethttppkgnethttp) that uses a stateless way of verifying if a request was cross origin or not. This allows is to remove al lot of code and replace it with a few lines of code and we no longer have to hand roll this protection. The new protection uses indicators by the browser itself that indicate if the request is cross-origin, thus we no longer have to take care of ensuring the generated CSRF token is passed back to the server any request by the the browser will have send this indicator.

This PR add a config to enforce 2FA for the whole Forgejo instance. It can be configured to `none`, `admin` or `all`.
A user who is required to enable 2FA is like a disabled user. He can only see the `/user/settings/security`-Page to enable 2FA, this should be similar to a user which needs to change his password. Also api and git-commands are not allowed.

urfave/cli v2 will eventually become unmaintained, switch over to v3 which is the latest supported version.
Note: the `docs` command would be a lot of work to restore with v3 ([the package is still in alpha](https://github.com/urfave/cli-docs)) An alternative to avoid a breaking change would be to not upgrade from v2 to v3 for that reason alone.

These breaking changes happened because the package used to parse the command line arguments was [upgraded from v2 to v3](https://cli.urfave.org/migrate-v2-to-v3/). Mac's git installation ships with a system wide config that configures
the credential helper `osxkeychain`, which will prompt the user with a
dialog.
```
$ git config list --system
credential.helper=osxkeychain
```
By setting the environment variable
[`GIT_CONFIG_NOSYSTEM=true`](https://git-scm.com/docs/git-config#ENVIRONMENT),
Git will not load the system wide config, preventing the dialog from
populating.

Since page templates keep changing, some pages that contained forms with
CSRF token no longer have them.
It leads to some calls of `GetCSRF` returning an empty string, which
fails the tests. Like
3269b04d61/tests/integration/attachment_test.go (L62-L63)
The test did try to get the CSRF token and provided it, but it was
empty.

- This allows `CreateDeclarativeRepo` to be used by other testing
packages such as E2EE testing.
- Removes unused function in `services/webhook/sourcehut/builds_test.go`.
- Update the `github.com/santhosh-tekuri/jsonschema` library from v5 to
v6.
- Update the migration loader function to a type, which is now required
in V6.
- `github.com/santhosh-tekuri/jsonschema/v6` was already used by gof3,
so removing the v5 library and using the v6 library reduces the binary
size of Forgejo.

- After: 95706152 bytes
To be able to easily test cases where the repository does not have any
code, where the git repo itself is completely uninitialized, lets
support a case where the `AutoInit` property is false.
For the sake of backwards compatibility, if the option is not set either
way, it will default to `true`.

A remote user (UserTypeRemoteUser) is a placeholder that can be
promoted to a regular user (UserTypeIndividual). It represents users
that exist somewhere else. Although the UserTypeRemoteUser already
exists in Forgejo, it is neither used or documented.
A new login type / source (Remote) is introduced and set to be the login type
of remote users.

The association between a remote user and its counterpart in another
environment (for instance another forge) is via the OAuth2 login
source:
LoginName set to the unique identifier relative to the login source
LoginSource set to the identifier of the remote source
For instance when migrating from GitLab.com, a user can be created as
if it was authenticated using GitLab.com as an OAuth2 authentication
source.
When a user authenticates to Forejo from the same authentication
source and the identifier match, the remote user is promoted to a
regular user. For instance if 43 is the ID of the GitLab.com OAuth2
login source, 88 is the ID of the Remote loging source, and 48323
is the identifier of the foo user:

Will be promoted to the following when the user foo authenticates to
the Forgejo instance using GitLab.com as an OAuth2 provider. All users
with a LoginType of Remote and a LoginName of 48323 are examined. If
the LoginSource has a provider name that matches the provider name of
GitLab.com (usually just "gitlab"), it is a match and can be promoted.
The email is obtained via the OAuth2 provider and the user set to:
Type UserTypeIndividual
LogingType OAuth2
LoginName 48323
LoginSource 43
Email foo@example.com
Name foo
Note: the Remote login source is an indirection to the actual login
source, i.e. the provider string my be set to a login source that does
not exist yet.
Add a new member to `DeclarativeRepoOptions`: `WikiBranch`. If
specified, create a Wiki with the given branch, and a single "Home"
page.
This will be used by an upcoming test.

Lets introduce a new helper function,
`CreateDeclarativeRepoWithOptions`! This is almost the same as the
existing `CreateDeclarativeRepo` helper, but instead of taking a list of
random parameters the author thought of at the time of its introduction,
it takes a `DeclarativeRepoOptions` struct, with optional members.
This makes it easier to extend the function, as new members can be added
without breaking or having to update existing callsites, as long as the
newly added members default to compatible values.
`CreateDeclarativeRepo` is then reimplemented on top of the new
function. Callsites aren't updated yet, we can do that organically,
whenever touching code that uses the older function.
No new functionality is introduced just yet, this is merely a refactor.

Since `modules/context` has to depend on `models` and many other
packages, it should be moved from `modules/context` to
`services/context` according to design principles. There is no logic
code change on this PR, only move packages.

There are a number of tests which require creating a repository on the
fly, and they each do it their own way. To reduce code duplication, lift
out this common pattern into a helper called `CreateDeclarativeRepo()`,
which lets us create a repository, set up enabled and disabled repo
units, and even add, delete, or update files.
Also convert a number of users of this pattern to the new helper - those
users that I introduced, and are in code introduced by Forgejo in the
first place.

- The `<title>` element that lives inside the `<head>` element is an important element that gives browsers and search engine crawlers the title of the webpage, hence the element name. It's therefor important that this title is accurate.
- Currently there are three issues with titles on repositories. It doesn't use the `FullName` and instead only uses the repository name, this doesn't distinguish which user or organisation the repository is on. It doesn't show the full treepath in the title when visiting an file inside a directory and instead only uses the latest path in treepath. It can show the repository name twice if the `.Title` variable also included the repository name such as on the repository homepage.
- Use the repository's fullname (which include which user the repository is on) instead of just their name.
- Display the repository's fullname if it isn't already in `.Title`.
- Use the full treepath in the repository code view instead of just the
last path.
- Adds integration tests.
- Adds a new repository (`repo59`) that has 3 depths for folders, which
wasn't in any other fixture repository yet, so the full treepath for
could be properly tested.
