A runner can either belong to an owner (user, organization) or a repository, not both. While `CreateRunner()` enforces that, `UpdateRunner()` does not, which leads to bugs. With this change, `UpdateRunner()` rejects runners that have _both_ fields set to prevent unexpected ownership changes.
Resolves https://codeberg.org/forgejo/forgejo/issues/12106 and makes https://codeberg.org/forgejo/forgejo/pulls/12117 obsolete.

This PR adds a new linter to the codebase and addresses all the problems that it identified (including a small number of false positives). The lint-single-response Go analyzer attempts to prevent a common problem in Forgejo where it is possible for a web handler to provide a response to a request, and then continue code execution unintentionally. For example:

err := json.Unmarshal(data, &claims)
if err != nil {
ctx.Error(http.StatusInternalServerError, "Error in unmarshal", err)
// Oops, I forgot to `return` here...
}
// ... more work occurs ...
ctx.JSON(http.StatusOK, resp)
```
In order to detect these cases, lint-single-response contains a list of functions that deliver a web response. When any of those functions are used within a function, the control flow must not perform any work after the function is invoked -- it can only return and exit the function.

Currently:
- In the database, `NULL` is used in `action_runner_token.owner_id` & `.repo_id` to represent an absent value, as required by the foreign key
- In the code, `0` is used in `ActionRunnerToken.OwnerID` and `.RepoID` to represent an absent value
This PR replaces the `int64` fields with `optional.Option[int64]` which allows a single data type to be used for both cases, and removes the usage of the value `0` as a placeholder.
This change has a limited scope -- although `ActionRunnerToken` uses `NULL` values in the database, the related table `ActionRunner` still uses zero-values for `OwnerID` and `RepoID`. This means a lot of code interacting with both of these tables still uses `0` values, such as the UI. The changes here were stopped at a reasonable point to avoid cascading into all places that use the `ActionRunner` table. (I'll continue this work in the future to enable foreign keys on `ActionRunner`, but likely after #11516 is completed to avoid serious conflict resolution problems.)

Partially Fix#25041
This PR redefined the meaning of column `is_active` in table
`action_runner_token`.
Before this PR, `is_active` means whether it has been used by any
runner. If it's true, other runner cannot use it to register again.
In this PR, `is_active` means whether it's validated to be used to
register runner. And if it's true, then it can be used to register
runners until it become false. When creating a new `is_active` register
token, any previous tokens will be set `is_active` to false.
