ec0e0399d8 fix: show the actions trust management panel when runs from trusted users are pending approval (#12812)
When the status of a user makes it implicitly trusted to run actions (for instance when it becomes a member of the Owners team of an organization), the runs that were blocked before they became trusted will need to be approved or denied.

The trust management panel was not displayed if the poster of the pull request was trusted. It is now displayed regardless of the current trust status of the user.

## Alternative implementation

An alternative implementation would be to approve all pending runs whenever the trust status of a user changes. That would require that change to happen when the user joins a team with permissions to run actions, becomes an admin, a collaborator to a repository with write access or when a repository ownership is transferred to an organization where the user already has such rights.

Such an implementation would save the effort of manually taking care of the runs pending approval for the now trusted user. But it would also be fragile to maintain because it would need a complete inventory of all the ways a user can become trusted. Or some kind of notification triggered whenever such an event happens, which is not currently in place.

Since this is a rare case and the manual operation is simple, I think the easiest fix consisting of showing the trust panel regardless of the trust status of the user is acceptable.

## Lingering rows in `ActionUser`

If a newly trusted user is explicitly always trusted **after** being implicitly trusted, a row is created in `ActionUser`. But the `Revoke` button will never show, because the user is now implicitly trusted. This leaves a lingering row in the `ActionUser` table. Such a row will be [removed](!9397 (commit e41bcf5048)) eventually and not clutter the table.

8a1021e2a0 feat: mark skipped checks as skipped (#12606)
A separate commit status is introduced for skipped checks. That enables marking them as such in the UI instead of successful, which could be misleading.

a8cae6d511 fix: Disable spellcheck on repo name field (#12506)
Fairly new to Forgejo but I just ran into this when trying to create a couple repositories.
I noticed that the input field for the repository name in several areas of the UI is prone to have annoying auto-capitalization, spellchecking and other browser features which try to correct the user input.

I as a user would like to not have the browser interfere with my input especially in dialogs where I want to have something "custom".
For fields where the repo name is used to validate an action (Danger Zone) this is even more frustrating.

So, to me, this is a quality of live improvement fix.

I checked the docs for these three attributes and none of them seem to have a negative side effect for the user:

a4642af51a feat: replace cross origin protection (#9830)
Replace the anti-CSRF token with a [cross origin protection by Go](https://go.dev/doc/go1.25#nethttppkgnethttp) that uses a stateless way of verifying if a request was cross origin or not. This allows is to remove al lot of code and replace it with a few lines of code and we no longer have to hand roll this protection. The new protection uses indicators by the browser itself that indicate if the request is cross-origin, thus we no longer have to take care of ensuring the generated CSRF token is passed back to the server any request by the the browser will have send this indicator.

Improve diff stats bar (#30669)
Minor tweaks:

- Remove unnecessary `item` class which was causing unwanted padding to
be added.
- Add some padding and prevent wrapping so it looks better on mobile.
- Increase width by 4px.

Fix incorrect tailwind migration (#30007)
Fixes https://github.com/go-gitea/gitea/issues/30005. Regression from
https://github.com/go-gitea/gitea/pull/29945.

There was only once instance of `tw-content-center` before that PR, so I
just ran below command and reverted that one instance.

Replace 10 more gt- classes with tw- (#29945)
Likely the biggest change of the tailwind refactors. Only thing of note
is that `tw-flex-1` resolves to `flex: 1 1 0%` while our `gt-f1` was
`flex: 1 1 0`, I don't think it will make any difference. Commands I've

Disallow merge when required checked are missing (#29143)
fixes #21892

This PR disallows merging a PR when not all commit status contexts
configured in the branch protection are met.

Previously, the PR was happy to merge when one commit status was
successful and the other contexts weren't reported.

Any feedback is welcome, first time Go :-)
I'm also not sure if the changes in the template break something else

Change green buttons to primary color (#27099)
I think it's better if the primary actions have primary color instead of
green which fits better into the overall single-color UI design. This PR
currently replaces every green button with primary:

Allow/fix review (approve/reject) of empty PRs (#25690)
gitea allows to create empty PRs.

Currently when you need approvals for a merge, you have to manually add
/files to the url to get to the files tab to approve / reject the PR.

This PR allows to open the files tab via the normal tab / link and then
fixes the layout of the files tab.

read-only checkboxes don't appear and don't entirely act the way one might expect (#25573)
This pull request fades read-only checkboxes and checkmark, and it makes
the checkboxes act more read-only/disabled by not changing the
border-color when clicked.

Replace N/A with - everywhere (#24474)
Followup to https://github.com/go-gitea/gitea/pull/24427.

Reasoning is that `N/A` is specific to english while `-` is
language-neutral and does not need translation.

Discolor pull request tab labels (#23950)
https://github.com/go-gitea/gitea/pull/22687 has discolored the repo tab
labels. This does the same for PR tabs for consistency. Value `0` is

Always go full width in PR view (#22844)
This is an alternative solution to #22824 
and would also close #22781

This makes the PR diff view always full width.
It makes sense to make use of that screen real estate. If you want a
more narrow view you can always resize your browser.
It also avoids cluttering the UI with another button + the database with
another column for the setting.

This is also how github and gitlab do it.

Add context cache as a request level cache (#22294)
To avoid duplicated load of the same data in an HTTP request, we can set
a context cache to do that. i.e. Some pages may load a user from a
database with the same id in different areas on the same page. But the
code is hidden in two different deep logic. How should we share the
user? As a result of this PR, now if both entry functions accept
`context.Context` as the first parameter and we just need to refactor
`GetUserByID` to reuse the user from the context cache. Then it will not
be loaded twice on an HTTP request.

But of course, sometimes we would like to reload an object from the
database, that's why `RemoveContextData` is also exposed.

The core context cache is here. It defines a new context

the same context.

Then let's take a look at how `system.GetString` implement it.

	return cache.GetWithContextCache(ctx, contextCacheKey, key, func() (string, error) {
		return cache.GetString(genSettingCacheKey(key), func() (string, error) {
			res, err := GetSettingNoCache(ctx, key)

			}
			return res.SettingValue, nil
		})
	})
}
```

First, it will check if context data include the setting object with the
key. If not, it will query from the global cache which may be memory or
a Redis cache. If not, it will get the object from the database. In the
end, if the object gets from the global cache or database, it will be
set into the context cache.

An object stored in the context cache will only be destroyed after the
context disappeared.

Revert increased width on pull pages (#21470)
- Revert a behavior from #21012, which liberally added `fluid padded` to
non-split style pull pages, this caused it to take up the whole
screen(such in split-style pull pages) on pull pages where the diff was
shown.
- Resolves #21460

Add filetree on left of diff view (#21012)
This PR adds a filetree to the left side of the files/diff view.

Initially the filetree will not be shown and may be shown via a new
"Show file tree" button.

Showing and hiding is using the same icon as github. Folders are
collapsible. On small devices (max-width 991 PX) the file tree will be
hidden.

Multiple Escaping Improvements (#17551)
There are multiple places where Gitea does not properly escape URLs that it is building and there are multiple places where it builds urls when there is already a simpler function available to use this.
    
This is an extensive PR attempting to fix these issues.

1. The first commit in this PR looks through all href, src and links in the Gitea codebase and has attempted to catch all the places where there is potentially incomplete escaping.
2. Whilst doing this we will prefer to use functions that create URLs over recreating them by hand.
3. All uses of strings should be directly escaped - even if they are not currently expected to contain escaping characters. The main benefit to doing this will be that we can consider relaxing the constraints on user names and reponames in future. 
4. The next commit looks at escaping in the wiki and re-considers the urls that are used there. Using the improved escaping here wiki files containing '/'. (This implementation will currently still place all of the wiki files the root directory of the repo but this would not be difficult to change.)
5. The title generation in feeds is now properly escaped.
6. EscapePound is no longer needed - urls should be PathEscaped / QueryEscaped as necessary but then re-escaped with Escape when creating html with locales Signed-off-by: Andrew Thornton <art27@cantab.net>

Enforce tab indentation in templates (#15289)
* Enforce tab indendation in templates

This adds editorconfig-checker [1] to lint the template files so they
conform the editorconfig files. I fixed all current identation issues
using the fix mode of eclint [2] and some manual corrections.

We can extend this linting to other files later, for now I'd like this
PR to focus on HTML template files only.
