The details of the refactor are in [a separate branch](https://codeberg.org/limiting-factor/forgejo/commits/branch/wip-api-context-accessors-save) which details how it was done. This pull request contains a squash of those commits rebased on top of the current Forgejo branch, which involved conflict resolution.
Given the magnitude of the change, there is a high chance that a large number of future pull requests merged in Forgejo will create conflicts. They will be dealt with in the same way as chore: refactor orgAssignment to two separate middlewares (#13155).
## Review
The only risk I can think of is a getter/setter implementation being incorrectly implemented. This is probably where a detailed review is most needed, in the `services/context/api.go` file.
To not increase the size of the pull request, the `GetX()` accessors were preserved although they are redundant with `X()`. They will be removed in a followup pull request.
## Backporting strategy.
Cherry-picking the commit to v15 has a significant amount of conflicts in 8 files out of 111.

Instead of resolving them, I think it is easier and safer to repeat the [refactor steps](https://codeberg.org/limiting-factor/forgejo/commits/branch/wip-api-context-accessors-save) in v15.
I also think it is worth the effort since it will avoid trivial backport conflicts on over 100 files.

This endpoint returns the Actions run metadata for the automatic token, making it possible for external services to authenticate a specific workflow run and understand its security context (e.g. whether it is a pull request run and if yes what pull request it is).
The concrete motivating case for this feature is safe pull request preview rendering. Currently, even Forgejo itself ([forgejo/docs](https://codeberg.org/forgejo/docs/src/branch/next/.forgejo/workflows/pr.yml), [forgejo/website](https://codeberg.org/forgejo/website/src/branch/main/.forgejo/workflows/pr.yml)) uses carefully managed `pull_request_target` workflows for this task. The `pull_request_target` workflow type coupled with intentionally cloning the merge head is widely recognized as insecure, including by Forgejo developers. However, right now there is no particularly good replacement for this approach: Forgejo doesn't expose enough metadata to grant an Actions run permissions to update a part of a website, and only that part (by whichever mechanism this would happen).
I am one of the developers of [git-pages](https://codeberg.org/git-pages/git-pages), which is used as the new Codeberg Pages backend. I would like to implement native support for pull request previews that does not rely on carefully written but still fragile workflows that try to hide authorization tokens from untrusted code, but rather recognizes "pull request Actions run" as a unique kind of security context, and allow it to publish to a special "preview zone", segregated by the repository name and PR number. To do this I need to be able to authorize a specific workflow run. Right now there's no reasonable way to do this, but with the new endpoint it becomes trivial: actions/git-pages passes the automatic token to git-pages, git-pages asks Forgejo for metadata then forms an authorized site URL (e.g. `http://<reponame>-<username>-pr-<number>.preview.codeberg.page` though this is not the final format) to which this PR workflow may upload a site.
The API endpoint implemented in this PR has been discussed in the Matrix room and I understood that this change would be uncontroversial, hence I'm sending this PR right away instead of opening a feature request first. It doesn't introduce new response types, only returns an `ActionRun` for the authorization token. The namespaced URL `/api/v1/actions/run` was chosen because there are a number of things one could conceivably want to retrieve (e.g. `/api/v1/actions/job`); this specific endpoint seems by far the most useful though.

- Add support to set `gpg.format` in the Git config, via the new `[repository.signing].FORMAT` option. This is to tell Git that the instance would like to use SSH instead of OpenPGP to sign its commits. This is guarded behind a Git version check for v2.34.0 and a check that a `ssh-keygen` binary is present.
- Add support to recognize the public SSH key that is given to `[repository.signing].SIGNING_KEY` as the signing key by the instance.
- Thus this allows the instance to use SSH commit signing for commits that the instance creates (e.g. initial and squash commits) instead of using PGP.
- Technically (although I have no clue how as this is not documented) you can have a different PGP signing key for different repositories; this is not implemented for SSH signing.
- Add unit and integration testing.
- `TestInstanceSigning` was reworked from `TestGPGGit`, now also includes testing for SHA256 repositories. Is the main integration test that actually signs commits and checks that they are marked as verified by Forgejo.
- `TestParseCommitWithSSHSignature` is a unit test that makes sure that if a SSH instnace signing key is set, that it is used to possibly verify instance SSH signed commits.
- `TestSyncConfigGPGFormat` is a unit test that makes sure the correct git config is set according to the signing format setting. Also checks that the guarded git version check and ssh-keygen binary presence check is done correctly.
- `TestSSHInstanceKey` is a unit test that makes sure the parsing of a SSH signing key is done correctly.
- `TestAPISSHSigningKey` is a integration test that makes sure the newly added API route `/api/v1/signing-key.ssh` responds correctly.

Extend API MarkupOptions to contain branch path.
The `api.MarkupOptions{}` to have `BranchPath` which contains the
current branch. The `RenderMarkup` function utilizes a struct since there
are too many variables passed as arguments and that is not a good sign
for readability.
And `repo-editor.js` will contain a new form data which is `branch-path`
which will then be utilized by `edit.tmpl` as `data-branch-path`.

Nowadays, cache will be used on almost everywhere of Gitea and it cannot
be disabled, otherwise some features will become unaviable.
Then I think we can just remove the option for cache enable. That means
cache cannot be disabled.
But of course, we can still use cache configuration to set how should
Gitea use the cache.

This PR touches functions used in templates. As templates are not static
typed, errors are harder to find, but I hope I catch it all. I think
some tests from other persons do not hurt.

This reduces the usage of `db.DefaultContext`. I think I've got enough
files for the first PR. When this is merged, I will continue working on
this.
Considering how many files this PR affect, I hope it won't take to long
to merge, so I don't end up in the merge conflict hell.

Just like `models/unittest`, the testing helper functions should be in a
separate package: `contexttest`

Mixing different Gitea contexts together causes some problems:
1. Unable to respond proper content when error occurs, eg: Web should
respond HTML while API should respond JSON
2. Unclear dependency, eg: it's unclear when Context is used in
APIContext, which fields should be initialized, which methods are
necessary.
To make things clear, this PR introduces a Base context, it only
provides basic Req/Resp/Data features.
This PR mainly moves code. There are still many legacy problems and
TODOs in code, leave unrelated changes to future PRs.
Partially for #24457
Major changes:
1. The old `signedUserNameStringPointerKey` is quite hacky, use
`ctx.Data[SignedUser]` instead
2. Move duplicate code from `Contexter` to `CommonTemplateContextData`
3. Remove incorrect copying&pasting code `ctx.Data["Err_Password"] =
true` in API handlers
4. Use one unique `RenderPanicErrorPage` for panic error page rendering
5. Move `stripSlashesMiddleware` to be the first middleware
6. Install global panic recovery handler, it works for both `install`
and `web`
7. Make `500.tmpl` only depend minimal template functions/variables,
avoid triggering new panics

The old `HTMLRender` is not ideal.
1. It shouldn't be initialized multiple times, it consumes a lot of
memory and is slow.
2. It shouldn't depend on short-lived requests, the `WatchLocalChanges`
needs a long-running context.
3. It doesn't make sense to use FuncsMap slice.
HTMLRender was designed to only work for GItea's specialized 400+
templates, so it's good to make it a global shared instance.
This adds a API for getting License templates. This tries to be as close
to the [GitHub
API](https://docs.github.com/en/rest/licenses?apiVersion=2022-11-28) as
possible, but Gitea does not support all features that GitHub has. I
think they should been added, but this out f the scope of this PR. You
should merge #23006 before this PR for security reasons.
Remove `[repository.editor] PREVIEWABLE_FILE_MODES` setting that seemed
like it was intended to support this but did not work. Instead, whenever
viewing a file shows a preview, also have a Preview tab in the file
editor.
Add new `/markup` web and API endpoints with `comment`, `gfm`,
`markdown` and new `file` mode that uses a file path to determine the
renderer.
Remove `/markdown` web endpoint but keep the API for backwards and
GitHub compatibility.
## ⚠️ BREAKING ⚠️
The `[repository.editor] PREVIEWABLE_FILE_MODES` setting was removed.
This setting served no practical purpose and was not working correctly.
Instead a preview tab is always shown in the file editor when supported.

if it does - a link to its profile is added.

The recovery, API, Web and package frameworks all create their own HTML
Renderers. This increases the memory requirements of Gitea
unnecessarily with duplicate templates being kept in memory.
Further the reloading framework in dev mode for these involves locking
and recompiling all of the templates on each load. This will potentially
hide concurrency issues and it is inefficient.
This PR stores the templates renderer in the context and stores this
context in the NormalRoutes, it then creates a fsnotify.Watcher
framework to watch files.
The watching framework is then extended to the mailer templates which
were previously not being reloaded in dev.
Then the locales are simplified to a similar structure.

Nodeinfo is a way to expose certain metadata about a server for use of discovery regarding functionality of its federation capabilities.
Two endpoints are required:
1. `/.well-known/nodeinfo` which informs client where it can find the location of the location of its metadata (including which version of the schema is used)
2. the endpoint which exposes the metadata in json format according to schema.
Notes:
* `openRegistrations` is a required field, but I propose to set to false as default in case someone writes a crawler to discover "open" gitea instances
* to limit data leakage I also propose to not include the `usage` field (note it is required so it should be included, but left as empty).

https://golang.org/doc/go1.16#ioutil. This commit replaces the existing

Use [chi](https://github.com/go-chi/chi) instead of the forked [macaron](https://gitea.com/macaron/macaron). Since macaron and chi have conflicts with session share, this big PR becomes a have-to thing. According my previous idea, we can replace macaron step by step but I'm wrong. :( Below is a list of big changes on this PR.

GH has different HardBreaks behaviour for markdown comments and documents.
Comments have hard breaks and documents have soft breaks - therefore Gitea's rendering will always be different from GH's if we only provide one setting.
Here we split the setting in to two - one for documents and one for comments and other things.

Markdown rendering moved from blackfriday to the goldmark.
Multiple subtle changes required to the goldmark extensions to keep
current rendering and defaults.
Can go further with goldmark linkify and have this work within markdown
rendering making the link processor unnecessary.
Need to think about how to go about allowing extensions - at present it
seems that these would be hard to do without recompilation.
