This introduces a new setting, `ADD_MEMBERS_BY_INVITATIONS`, which is turned off by default.
When turned on, adding a user to a team issues an invitation instead of adding them directly to the team.
A prerequisite for this work was to be able to link invitations to existing users (so far, they were only associated to an email address, since those invitations were meant to be issued to users who didn't have an account yet).

This PR pertains to the client-side validation of the Website input on user, repo, and org profiles. #12962 extends `[service].VALID_SITE_URL_SCHEMES` to cover Website fields on repo and org profiles, where before that config key only applied to the one on user profiles. If that change merges, it will then be possible to construct an HTML [`pattern`](https://developer.mozilla.org/docs/Web/HTML/Reference/Elements/input#pattern) attribute for general use on any Website form input that the server validates this way, thus enabling browsers to catch errors early relating to URL scheme confusion.
This PR (1) introduces such a `pattern` attribute, and (2) adds a new UI note to make clear to users which URL schemes are permitted. This change helps explain the browser's otherwise cryptic error messages regarding pattern mismatch, while also letting users know what URI schemes the Forgejo instance supports as Website links (e.g. gemini:// URLs).

This MUST NOT merge before #12962. To do so would introduce a regression wherein the UI may suggest and validate a different set of allowed URL schemes than the server actually permits.

This fixes#12119 while simplifying the page a bit.
It also drops dependency on `/web_src/css/modules/card.css` module. Only the profile page still relies on it.
As an observation, I find the text "Please click the button below..." quite inadequate as web copy, but I decided to keep it as-is in this pull request.
In the `org.css` changes, I also removed references to two `.organization.invite #invite-box` selectors, since I couldn't find it anywhere in the source code.

Fairly new to Forgejo but I just ran into this when trying to create a couple repositories.
I noticed that the input field for the repository name in several areas of the UI is prone to have annoying auto-capitalization, spellchecking and other browser features which try to correct the user input.
I as a user would like to not have the browser interfere with my input especially in dialogs where I want to have something "custom".
For fields where the repo name is used to validate an action (Danger Zone) this is even more frustrating.
So, to me, this is a quality of live improvement fix.
I checked the docs for these three attributes and none of them seem to have a negative side effect for the user:

Fixes#1529.
This adds an "Add member" button to the list of members of an organization, offering a more intuitive way to add a user to an organization (instead of going through the list of teams).
This follows the design proposed in #1529. This PR can already be reviewed as such, but I plan to work on follow-up improvements:
- adding a confirmation dialog when adding the new member to the "Owners" team, since they get absolute rights on the org
- adding a text input to filter the list of teams, making it easier to select the desired teams when there are many of them
- potentially, improving the team creation link so that it brings the user back to the modal dialog once the team is created (but I'm not sure there's a ton of value behind this added complexity, since currently, creating a team will lead the user to the team page, which is a good place to add the member to the team)
This new way of adding members does not support issuing email invites, since we decided in #9884 that the invite feature hasn't got good enough of a UX to advertise it yet. Following [this discussion](https://codeberg.org/forgejo/discussions/issues/441), I am planning to work on enabling invites everywhere (potentially even making it the default).

Forgejo Runner is deprecating the runner registration token. It is too powerful, requires tooling, and is unnecessary. As a consequence, users need new mechanisms for managing runners in Forgejo. https://codeberg.org/forgejo/forgejo/pulls/10677 added an HTTP API for runner registration. This PR adds the ability to manage runners using Forgejo's web interface.
Runners can be added, modified, and deleted. It is also possible to regenerate a runner's token. When a runner is added or a runner's token is regenerated, setup instructions are displayed. They explain how to alter Forgejo Runner's configuration file or how to launch `forgejo-runner daemon` (yet to be implemented). The existing details page has been overhauled and is now accessible to all users that are allowed to use a particular runner. The details page displays additional information that had to be removed from the list of runners due to space constraints. The task list is filtered. That means it only lists jobs of the respective repository, user, or organization.
The runner registration token has been marked as deprecated.

Replace the anti-CSRF token with a [cross origin protection by Go](https://go.dev/doc/go1.25#nethttppkgnethttp) that uses a stateless way of verifying if a request was cross origin or not. This allows is to remove al lot of code and replace it with a few lines of code and we no longer have to hand roll this protection. The new protection uses indicators by the browser itself that indicate if the request is cross-origin, thus we no longer have to take care of ensuring the generated CSRF token is passed back to the server any request by the the browser will have send this indicator.

The new lightness 0.26 is same as lightness of --color-box-body instead of being darker than it, so the form controls aren't darker than the background they're on which might look bad. Looks pretty good, the calculated contrast is fine.

All instances should have a `data-modal-id` now. Throw a user-friendly error if this is not the case (custom templates, or missed cases).

Removed two instances of delete modals and one case of simplified logic.
## Rationale
I am currently surveying the existing modals in Forgejo in the context of eventually replacing the modals implementation with our own modal implementation. This refactor fixes one of the many inconsistencies that the current usage of modals has. It should explicitly specify which modal should be used to avoids any problems if new modals are introduced on the page (for example via https://codeberg.org/forgejo/forgejo/pulls/8662).

When migrations are disabled via `[repository].DISABLE_MIGRATIONS = true`, on organisation pages next to the 'New repository' button, the 'New migration' button is still shown.
This is caused by a logic error in the templates: instead of checking for disabled migrations, it checks for disabled pull mirrors. This patch fixes that to use `DisableMigrations` instead of `DisableNewPullMirrors`.

Add a new option that allows instances to set a cooldown period to claim
old usernames. In the context of public instances this can be used to
prevent old usernames to be claimed after they are free and allow
graceful migration (by making use of the redirect feature) to a new
username. The granularity of this cooldown is a day. By default this
feature is disabled and thus no cooldown period.
The `CreatedUnix` column is added the `user_redirect` table, for
existing redirects the timestamp is simply zero as we simply do not know
when they were created and are likely already over the cooldown period
if the instance configures one.
Users can always reclaim their 'old' user name again within the cooldown
period. Users can also always reclaim 'old' names of organization they
currently own within the cooldown period.
Creating and renaming users as an admin user are not affected by the
cooldown period for moderation and user support reasons.
To avoid abuse of the cooldown feature, such that a user holds a lot of
usernames, a new option is added `MAX_USER_REDIRECTS` which sets a limit
to the amount of user redirects a user may have, by default this is
disabled. If a cooldown period is set then the default is 5. This
feature operates independently of the cooldown period feature.

The row of buttons on the org view is pretty bad on mobile, as it doesn't leave enough space for the org name. My recent PR 3642 made it worse. I added a mitigation to allow buttons to go to an other row, so that the layout is usable on mobile. It is still non-ideal as it will continue going out of bounds on small screens, but is much better.

- add a new button to the org view that is only shown to the org members
- add integration test to verify the expected navigatability
- add a new translation string to that button
- fix display style of "View <orgname>" button on the dashboard
- fix gap size between buttons on the org view by utilizing the common class top-right-buttons
- `.text-thin` and `.text-italic` are not present in CSS so were doing nothing and I removed them.
- `.text.middle` was unused so I removed it.
- `.text.italic` is replaced with `tw-italic`.
- `.text.normal` had exactly one use and it wasn't even needed.
- add a `muted` class to the link to `org_profile_avatar.tmpl`.

This will move the settings button back to the right, like known from
older versions.
For this, the overflow-menu was changed when a setting button is
available. If no settings button is available, the behavior will not
change.
Fixes#3301
We have to define this one in helpers.css because tailwind only
generates a single class but certain things rely on this being
double-class. Command ran:
