0ko 9139a16c1c feat(ui): convert comment context menu to JSless dropdown, fix tippy target (#10830) 
Replace Fomatnic-based menu with a details-based one for better accessibility, less reliance on JS, etc. Of course, none of the features in this menu work without JS, but it's still a good change for for accessibility, UI consistency and phasing Fomantic out.
